BIOGRAPHY

Associate
Carolina Manganelli practises in the areas of Aboriginal law, Environmental, Energy and Natural Resources law as well as in Mining law and Government Affairs. She has extensive experience in Aboriginal law and constitutional matters. She previously worked for the Department of Justice Canada, Aboriginal Affairs Portfolio, where she practiced for several years: first in the Aboriginal Law and Strategic Policy division—the federal government’s center of expertise on Aboriginal law—where she provided legal advice to several departments on issues pertaining to Aboriginal rights and title, the duty to consult, comprehensive land claims and self-government agreements, the Canadian Charter of Human Rights and Freedoms and other constitutional matters. She then became Chief of Staff for the office of the Assistant Deputy Attorney General (ADAG) of the portfolio and worked with two ADAGs during her mandate. In that role and as a member of the senior management team of the portfolio, she provided crucial support and advice on major files and was involved in the development of the government’s strategic policies for Aboriginal affairs.

 

Ms. Manganelli also possesses a great deal of experience in human rights law, both at the international level domestically. From 2000 to 2002, she participated in various international missions in Bosnia and Herzegovina for the Organization for Security and Co-operation in Europe (OSCE) and for the Office of the United Nations High Commissioner for Refugees (UNHCR). She has also worked with the International Secretariat of Amnesty International in London, in the United Kingdom. In Quebec, Ms. Manganelli worked on issues pertaining to equality and discrimination for many years with the Center for Research-Action on Race Relations (CRARR).

 

Ms. Manganelli has appeared before several courts, as much on the administrative level as before the Superior Court and Court of Appeal. She has represented clients before the provincial and federal human rights commissions as well as the Police Ethics Commissioner.

 

Ms. Manganelli speaks English, French, Italian, Greek, Spanish and Serbo-Croatian.
