Since he started his private practice in Quebec City in 1976, Jules Brière has acquired an excellent reputation in constitutional law, administrative law, social law (health) and domanial law (hydro-electricity production, transportation and distribution, forestry and land management).
 
He has often advised governments, departments as well as public and parapublic agencies on the legal aspects of the management and development of resources in the public domain, the legal regime pertaining to the protection of agricultural land and activities as well as the relations between the government and aboriginal nations.
 
As a legislative drafter, Mr. Brière also took part in the planning, drafting and review before parliamentary committees of many government bills introduced before the National Assembly of Quebec. He is the author of a variety of publications dealing with administrative law and constitutional law.
 
From 1970 to 1976, he worked as Assistant to the Registrar in legislative laws and was deputy minister of the Department of Intergovernmental Affairs. He holds the Chaire de rédaction juridique Louis-Philippe-Pigeon de l'Université Laval since 2006.
