Pierre Marc Johnson appointed Chair of the MCFR Board of Directors
Pierre Marc Johnson, counsel and chief negotiator for the Government of Québec for the Comprehensive Economic and Trade Agreement (CETA), was appointed Chair of the Board of Directors of the Montreal Council on Foreign Relations (MCFR) during the organization’s 33rd annual general meeting held on December 13. In a press release announcing the appointment, MCFR President and CEO Pierre Lemonde commented that Me Johnson is well-suited to handle this new challenge because of “his experience and knowledge of the business community, international organizations, local and international governments and his extensive network of contacts throughout the world”. Me Johnson acts as special advisor to the Government of Québec on trade agreements, is a member of the Government of Canada’s NAFTA Advisory Council on the Environment and, since 2009, has acted as chief negotiator for Québec in the Comprehensive and Economic Trade Agreement negotiations (CETA). “As with the Médaille du Barreau and the Paul-André-Crépeau Medal, two prestigious awards received by Me Johnson earlier this year, this appointment recognizes his expertise and important contribution to the areas of law and international trade, negotiations and international partnerships,” stated Anik Trudel, Lavery’s Chief Executive Officer. The MCFR’s mission is to promote greater knowledge of international affairs and, through its events and partnerships, to encourage closer cooperation between the various entities that share an interest in international matters.

Pierre Marc Johnson receives the Paul-André-Crépeau Medal from CBA-Quebec
On November 28, the Quebec Branch of the Canadian Bar Association presented the prestigious Paul-André-Crépeau Medal for 2017 to Pierre Marc Johnson, counsel and chief negotiator for the Government of Quebec regarding the Comprehensive Economic and Trade Agreement (CETA), at their holiday season cocktail party. Acting as chief negotiator for Quebec, since 2009, in the negotiations of the proposed Comprehensive Economic and Trade Agreement (CETA) between Canada and the European Union, Mr. Johnson has been responsible for relations with and making representations to the responsible authorities of the federal government (of Canada) and the European Union on behalf of a dozen departments of the Quebec government. Moreover, he will continue making his submissions to the national European governments in order to ensure the full ratification of CETA. Recently, in connection with the NAFTA negotiations, Mr. Johnson was appointed special counsel to the Quebec government for the trade agreements and a member of the NAFTA Advisory Council on the Environment by the Government of Canada. "Just like the Barreau du Quebec Medal he received last spring, this distinction rightfully highlights Mr. Johnson's contribution and work in advancing the international dimension of Canadian private and commercial law. It is a privilege for us to be able to count on his expertise, his spirit of collegiality, and the positive influence he has on our younger lawyers", stated Anik Trudel, Chief Executive Officer. Felicia Yifan Jin participates in the 47th CIOFF World Congress
Felicia Yifan Jan, articling student, participated as recording secretary during the 47th World Congress of the International Council of Organizations of Folklore Festivals and Folk Arts (CIOFF), held in Tenggarong, Indonesia from October 21 to 27, 2017. The CIOFF is a UNESCO advisory body whose purpose is to preserve, promote and spread traditional culture and folklore. Click here for more information about the CIOFF. Entitled Comment développer et approfondir nos relations bilatérales à travers l’AECG, Quebec and French businesses listened to Jean-Baptiste Lemoyne and Pierre Marc Johnson, counsel and chief negotiator for the Government of Québec in the Comprehensive Economic and Trade Agreement (CETA) discuss the importance of implementing an ongoing dialogue between the economic actors in our respective territories in order to promote successful business exchanges.

Pierre Marc Johnson receives the AAC’s 2017 Christian-Van-Houtte Award
On October 12, Pierre Marc Johnson, counsel and lead negotiator for the Government of Quebec for the Comprehensive Economic and Trade Agreement (CETA), received the 2017 Christian-Van-Houtte Award from the Aluminium Association of Canada at its annual meeting. The award highlights Mr. Johnson’s outstanding contribution to the signing of the CETA between Canada and the European Union and recognizes his efforts in mobilizing exporters here at home to ensure that they are able to benefit from the full potential of the CETA. On May 12, Pierre Marc Johnson, counsel and lead negotiator for the Quebec government on the Comprehensive and Economic Trade Agreement (CETA), commented on the results of the 8th edition of the Québec Industrial Barometer during an event organized by Sous-Traitance Industrielle Québec (STIQ). At the same time, he informed the manufacturers present that it was important to put in place a European Union export strategy and action plan given the CETA’s imminent provisional entry into force. Since 2009 STIQ has been publishing the Québec Industrial Barometer, which draws an annual portrait of the manufacturing sector using a series of measurable indicators and provides an overview of the situation in Quebec.

Pierre Marc Johnson, recipient of the Médaille du Barreau du Québec
This year the Barreau du Québec will award its highest honour, the Médaille du Barreau to Pierre Marc Johnson, Counsel at Lavery and former Premier of Quebec. This greatly deserved honour recognizes his career as a jurist and a politician and more particularly his contribution to the advancement of law and the public interest. Acting as chief negotiator for Quebec since 2009 during the negotiations of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), Me Johnson was responsible for relations and representations with Canadian and European Union representatives, on behalf of a dozen Quebec government ministries. The negotiations culminated on February 15th of this year when the European Parliament approved the CETA. The signing of this agreement is an unprecedented event for Quebec as it is the first time in its history that the province has fully participated in the negotiation of an international trade agreement. "The immense pleasure and great pride we felt upon learning the news is equal to the privilege we enjoy of being able to count on a lawyer of Pierre Marc Johnson’s calibre among our ranks", stated Anik Trudel, Chief Executive Officer. Me Johnson will receive his award on June 15th at the Fairmont Le Château Frontenac, during the opening dinner of the Journées du Barreau du Québec. In July 2016, Pierre Marc Johnson, chief negotiator for the Government of Quebec in the Comprehensive Economic and Trade Agreement (CETA), accompanied Premier Philippe Couillard and Claude Trudelle, Quebec General Delegate in Munich, on an economic mission to Germany. Mr. Johnson met with business representatives and members of the Quebec delegation in automation, energy, and publishing sectors that were participating in the trade mission. He met with the Management and board of Hapag at its Hamburg head office and at its state-of-the-art container terminal the Port of Hamburg: Hapag is a world leader in container management and is a major partner of the Montreal Harbour. Mr. Johnson also accompanied the premier in his travels throughout southern Germany, where he met with a large delegation of Quebec export firms, German industrialists, and Bavarian political authorities.

Talk by Pierre Marc Johnson in Sherbrooke on the Trans-Pacific Partnership (TPP) and the Comprehensive Economic and Trade Agreement (CETA)
Pierre Marc Johnson, Lavery counsel specialized in international trade, international negotiations, and international partnerships, chief negotiator for the Government of Quebec in the Comprehensive Economic and Trade Agreement (CETA), and former Premier of Quebec, gave a series of talks on issues and opportunities related to the Trans-Pacific Partnership (PTP). After Montréal, Québec City, and Trois-Rivières, Mr. Johnson was in Sherbrooke on May 26, where he addressed the local business community. During his talk, Mr. Johnson explained the principal characteristics of the two major free trade agreements that were recently concluded but have not yet been ratified by Canada: the Comprehensive Economic and Trade Agreement (CETA) and the Trans-Pacific Partnership Agreement (PTP). He also discussed the business opportunities that these agreements will open up and factors to consider in preparation for their ratification. The Trans-Pacific Partnership (PTP) was signed on February 4, 2016, by twelve countries bordering the Pacific Ocean (Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore, the United States, and Vietnam) representing approximately 800 million people and a combined GDP of more than 40% of the global GDP. This is the largest regional trade agreement ever to be negotiated. This event was made possible in part thanks to the participation of Desjardins Business and Desjardins Business Capital régional et coopératif.

Pierre Marc Johnson on a CETA mission to Brussels and Luxembourg
From January 22 to 27, 2016, Mr. Pierre Marc Johnson, a former Premier of Quebec and counsel at Lavery recognized for his expertise in international trade and cross-border partnerships, was on a mission with Mr. Jacques Daoust, then Minister of Economy, Innovation and Exports , and Ms. Christine St-Pierre, Minister of International Relations and La Francophonie, as part of the Comprehensive Economic and Trade Agreement (CETA) negotiation process. Mr. Johnson, Québec’s head CETA negotiator, met with the Luxembourg President of the Chamber of Deputies, Mars Di Bartolomeo and testified at the Meeting of the Foreign and European Affairs Committee. There are some qualms in the EU about the Investors-States dispute settlement system that could delay ratification of the Agreement. Me Johnson has stated that while Canada was keeping an open mind about the EU’s concerns regarding the arbitration system, the “agreement’s worst enemy was time.”

Mr. Pierre Marc Johnson reacts to the passing of Mr. Jacques Parizeau
Currently travelling in Europe, Mr. Pierre Marc Johnson, former Premier of Quebec, learned of former Premier of Quebec and leader of the Parti Québécois, Mr. Jacques Parizeau’s passing. He wishes to publish the following release: « Upon learning of the death of Mr. Jacques Parizeau, former Premier of Quebec, my heart first goes out to his children, his family and his wife. I offer them my deepest condolences. Mr. Parizeau marked the province of Quebec in a significant way, through both his beliefs and his work. Governmental advisor and brilliant bureaucrat, he was — with a few others of his generation — one of the architects in projects aiming to turn Quebec into an interventionist and efficient state. In elective office and asMinister of Finance, as well as President of the Treasury Board, he often adapted his vision of the state to ever-changing circumstances relating to budget constraints and the free market. His uncompromised beliefs as a separatist made him the leader of those in the Parti Québécois who shared a more radical vision of Québec’s future. Adamant but always courteous, peremptory but open to debate, he managed to devote most of his life as a public figure to his beliefs, which he did to the very end. Once again, my deepest sympathies to his family and all those he loved dearly. »

Lavery’s Pierre Marc Johnson, panelist at an international conference
On May 28th 2015 at Université Laval, Mr. Pierre Marc Johnson, of Counsel at Lavery and Québec’s Chief Negotiator for the Comprehensive Economic and Trade Agreement between Canada and the European Union, spoke on a distinguished panel whose members were invited to examine the relationship between the UNESCO Convention on the Protection and Promotion of Diversity of Cultural Expressions and international trade agreements. The International Conference, which was organized by the Faculty of Law of Université Laval, the Fernand-Dumont Chair on Culture at INRS and the Coalition for Cultural Diversity, was attended by over a hundred participants from around the world. The importance of this anniversary and of the role played by MLAs, researchers and artists from Quebec in the inception and implementation of this agreement was highlighted at an evening reception held at the Legislative Assembly.

Lavery’s Pierre Marc Johnson delivers an address at Public Relations Without Borders fundraiser
On May 14, 2015, Me Pierre Marc Johnson, of counsel at Lavery and Quebec’s Chief Negotiator for the Comprehensive Economic and Trade Agreement between Canada and the European Union, delivered an address at the Mount Royal Centre as part of a special breakfast conference titled “The Challenges of Quebec and Canada in Europe, Africa and Asia”. Three hundred participants gathered in support of Public Relations Without Borders, whose mission is to help its partner organizations that work with populations facing development challenges by reinforcing their ability to use public relations to leverage social and economic progress.

On March 31st, 2015 at the new Centrexpo Drummondville, Lavery’s Pierre Marc Johnson delivered a presentation before a capacity audience made up of key actors in the economy of Drummondville. During his remarks, Quebec’s Chief Negotiator for the Canada-European Union Comprehensive Economic and Trade Agreement outlined the terms of the agreement, its origins and steps remaining before its entry into force. He also highlighted key provisions and spelled out the advantages of the treaty for Quebec businesses.

In Montreal on March 24, 2015, Pierre Marc Johnson, former Premier of Quebec and counsel at Lavery recognized for his expertise in international trade and cross-border partnerships, spoke before the Chambre de Commerce et d’Industrie Française au Canada on the topic of business opportunities offered by the Canada-European Union free trade agreement. During his remarks, Quebec’s Chief negotiator for the Comprehensive Economic and Trade Agreement identified aspects of the agreement that should be of interest to businesses wishing to access the Canadian or EU market, including as regards the opening of public procurement, easing of trade in goods, and relaxation of investment review rules.
